Is every USB-C charger compatible with every USB-C device?

Electrically yes — Power Delivery negotiates a profile both ends agree on. Only speed varies: a device wanting PPS or a 28V rail falls back to a lower fixed rail.

What does PD 3.1 add over PD 3.0?

Extended power range: 28V, 36V and 48V, lifting the ceiling from 100W to 140W, 180W and 240W. Above 100W the cable must be rated for 240W and 5A.

Do USB-C chargers work internationally?

Effectively all. US-sold USB-C chargers are 100–240V dual-voltage, so overseas you need a plug-shape adapter, not a voltage converter — converters are for heating elements and motors.
