Apple 96W vs 140W: this is where USB-C changes standards.
The gap between these two is not 44 watts, it is a generation of the specification. The 96W is the top of PD 3.0 at 20.5V; the 140W is PD 3.1 Extended Power Range at 28V, and it needs a cable rated for the job.

What actually changes at 140W
USB-C Power Delivery 3.0 stops at 100W because it stops at 20V and 5A. PD 3.1 adds Extended Power Range rails above that — 28V for 140W, 36V for 180W, 48V for 240W — and everything in the chain has to know about it. That includes the cable: above 100W you need an e-marked cable rated to 5A at EPR voltages, which in practice means one sold as a 240W cable. Which machine needs which
The 16″ MacBook Pro is the whole reason the 140W exists: it is the only Mac laptop whose fast-charge configuration requires the 28V rail, and it ships with the 140W adapter and a MagSafe 3 cable. A 14″ MacBook Pro is fully served by 96W; a MacBook Air or an iPad requests a fraction of either. Buying the 140W for an Air is not dangerous, just heavier than the machine will ever use. Verdict
Buy the 96W unless a 16″ MacBook Pro is involved. For a 14″ Pro, an Air, an iPad or a phone, 96W delivers every watt the machine will ever request, in a lighter body, without an EPR cable requirement hanging over it. Spending more for 44W that will never be drawn is the definition of a wasted upgrade. The exception is unambiguous: own a 16″ MacBook Pro and you buy the 140W, because nothing else Apple sells reaches its fast-charge state, and a machine that can pull well over 100W under load will otherwise hold steady or lose charge while plugged in. Can I use the 140W adapter on a MacBook Air?
Yes, safely. The Air negotiates its own much lower profile and the surplus is never delivered. The only downside is carrying a heavier adapter than the machine needs.
Why is my 140W adapter not charging at 140W?
Almost always the cable. The 28V EPR rail requires a cable rated for 5A at extended voltages — commonly sold as a 240W cable. A standard 60W cable caps the negotiation well below 140W.
Is 96W enough for a 16-inch MacBook Pro?
It will charge it and run it for ordinary work, but it cannot trigger fast charge, and during sustained heavy load the machine may consume close to everything the adapter supplies.
