Charger safety, by the marks and the circuits.

A charger's job is to keep 120V mains on one side of a barrier and 5–20V on the side you touch. Certification proves an independent lab checked that barrier; the protection circuits decide what happens when something goes wrong afterwards.

UL 62368-1 is the current standard, the hazard-based revision that replaced UL 60950-1 for IT and audio-video power supplies. The difference between a listed and an unlisted charger is not paperwork; it is that a lab measured creepage and clearance — the distance current would have to travel across the PCB and through the transformer to jump from mains to output — and confirmed the required separation. A UK Chartered Trading Standards Institute purchase of 400 counterfeit chargers found 397 failed a basic insulation-resistance check: the same defect seen from the other direction.

Verify rather than trust the print: a UL mark is accompanied by a file number. Both UL and Intertek run public certification directories searchable by that number or by company name. A mark with no file number, or a number that returns nothing, is the strongest single signal you have.

The four protections, and what each one stops

OVP (over-voltage protection) watches the output rail and shuts the port if the regulator drifts high — the failure that puts 20V into a phone expecting 9V. OCP (over-current protection) limits current to the negotiated contract, so a device that tries to pull 5A from a 3A port gets cut rather than a hot cable. SCP (short-circuit protection) is the fast version of the same thing, for a damaged cable shorting VBUS to ground. OTP (over-temperature protection) uses an NTC thermistor bonded near the transformer or the switching stage.

Thermal shutdown is the one you will actually experience. As the thermistor's resistance falls, the controller first folds back — renegotiating a lower PD contract, so a 65W charger quietly becomes a 45W charger and the device reports slower charging. Only if the temperature keeps climbing does it latch the output off, which normally requires unplugging from the wall to reset. A charger with no thermistor has neither behaviour: it runs at full output until a component fails. So an adapter that gets warm and slows down is behaving correctly; one that gets hot and stays fast is not. Background on why heat happens at all: why chargers get hot.

When to bin a charger

Six conditions, none negotiable: a cracked or separated housing; prongs bent, loose or discoloured at the base; brown, glossy or deformed plastic near the USB port; a smell of hot plastic or an acrid fishy odour, which is flame-retardant chemistry cooking; buzzing, crackling or clicking under load; and any unit that has been submerged, even once, even if it dried. Add a seventh for cables: split strain relief at the neck, where the conductors flex most.

Sealed switch-mode supplies are not repairable, and the parts that age — electrolytic capacitors — degrade fastest at temperature, which is one measurable advantage of GaN chargers running 93–95% efficient instead of 87–90%. Dispose through e-waste recycling, not household waste.

Buying replacements: every unit on our GaN picks and 65W pages is UL or ETL listed — an absent mark is disqualifying regardless of specs. If the adapter claims to be Apple's, run the physical tests in spotting a fake Apple charger first.

FAQ

Is a CE mark good enough on its own?

No. For this product class CE is a manufacturer's self-declaration with no independent lab involved, so it carries far less weight than a UL or ETL listing backed by a searchable file number.

Is it safe to leave a charger plugged in with nothing attached?

On a certified adapter, yes: modern PD chargers idle well under a watt with no contract negotiated. On an uncertified one, an unattended live supply is exactly the risk you do not want.

Should a charger be hot to the touch?

If you cannot hold it comfortably for ten seconds, or it is hot while charging something small, stop using it and check the certification mark.

Do surge protectors help chargers survive?

They help against mains transients, a real cause of adapter failure. They do nothing about the internal defects — poor isolation, missing OVP — that make cheap chargers dangerous.
